What is GOPACS?
GOPACS is an online platform intended to reduce congestion in the electricity grid. GOPACS is a partnership of all Dutch grid operators.
GOPACS uses the flex offers on the energy trading platforms of ETPA and EPEX SPOT. GOPACS itself is not an energy trading platform.
If orders are not matched on the energy trading platforms due to a difference between the buy order and the sell order, the grid operators pay the price difference (the spread) so that these two orders are matched. The grid operators only do this if the match helps solve a congestion situation in the electricity grid and does not disturb the balance of the electricity grid at a national level.
